Inclusive education

The UECPA is committed to implementing inclusive education as provided for in the decree of June 30, 2016 (see M.B. 26-10-2016). This decree provides the legal framework for inclusive adult education (enseignement de promotion sociale) and sets out  the  possible reasonable accommodations that students with disabilities, illnesses or disorders may use during their studies.

A “student with a disability” is understood as a student with a long-term physical, mental, intellectual or sensory impairment which, in interaction with various barriers, may hinder their full and effective participation in adult education on an equal basis with others.

“Reasonable accommodations” are defined as appropriate measures, tailored to specific needs in a given situations, to enable a student with a disability to access, participate in and progress within adult education, unless such measures would impose a disproportionate burden on the person or institution responsible for implementing them.  

All parties involved are bound by professional secrecy. Data contained in the student file is confidential and processed with strict respect for professional secrecy. Any disclosure is strictly limited to information relevant for actions taken under the individualized support plan.

Procedure
  • Submit a request form for accommodations.
  • Provide proof of disability.
  • A meeting with the designated contact person (Ms Van Hove) will take place after the request is submitted in order to review it.
  • For this meeting, if not already provided, bring the required supporting documents.
  • The request will be examined in consultation with the study council.
  • You will be notified of the decision by email.
  • An individualized support plan will then be drawn up.
  • Regular follow will make it possible to adapt this plan at any time as needed.
  • The procedure must be renewed each academic year as it is only valid for the current year.
How to request reasonable accommodations
  •    The request form should  be submitted as soon as possible and/or at least 10 working days before the start date of the relevant course unit or the first course in a study program if the request covers an entire curriculum.
  • This form is available upon request from Ms Van Hove at the secretariat: uecpa.secretariat@uccle.edu.brussels
  • Completed forms should be sent by email to uecpa.secretariat@uccle.edu.brussels
  • The request must be accompanied by recent supporting document, dated within one year prior to submission.

A “supporting document” is any proof or certificate issued by a competent public authority recognizing a disability, occupational disease, or accident (work-related or otherwise)  resulting in permanent incapacity. The report must be drawn up by a medical specialist or paramedical specialist and specify the nature of the illness or disability.

This report must also describe the student’s specific needs to facilitate the implementation of reasonable accommodations.

 Good to know

 

  • If you or your support person would like to discuss your situation, please make an appointment by sending an email to uecpa.secretariat@uccle.edu.brussels to the attention of Ms Van Hove.
  • The student may end the support plan at any time.
  • The student may request a review of their support plan by the Director within 10 days of its implementation if they disagree with it.
  • In case of an unfavorable decision, the student has the right to appeal in accordance with Article 7 of the decree of January 30, 2014 concerning inclusive higher education.
